Abstract
La mejora de la educación, la autonomía de los centros y la inspección educativa son tres cuestiones nucleares de los sistemas escolares y la provisión justa de educación. La primera, debidamente entendida, entronca con la garantía del derecho a la educación de todas las personas; la segunda, con una forma de gobierno de los centros que haga posible y efectiva aquella; la tercera pertenece propiamente a una serie de aspectos relativos al papel y la responsabilidad que tienen los poderes públicos, tanto en que la legalidad se cumpla como en que las estructuras, las relaciones y los procesos dentro de los sistemas escolares hagan efectivamente posible la garantía universal del derecho de todos a una buena educación.
Abstract
IMPROVING EDUCATION, SCHOOL AUTONOMY AND EDUCATIONAL INSPECTION.
The improvement of education, school autonomy and educational inspection represent three nuclear issues of educational systems. The first concerns the recognition of education as a fundamental right that has to be guaranteed to all people, the second to a form of school government that is necessary to do that and the third, one of the ways the public policies to participate, not only for the legacy realization, but at the same time for the school structures, relationships and processes in the educational systems effectively address and fulfil the guarantee of good education universal right for all.
