Evaluation of the basque model of management performance assessment

Abstract
Given the relevance of school heads' decisions in their respective schools, it is necessary to evaluate their performance. Although this requirement is included in the successive organic laws of education in Spain, each autonomous community has the responsibility to design the evaluation model for the management function, with different levels of development throughout the country. In this article, 62 head teachers of pre-school, primary and secondary education in a Spanish autonomous community are asked to evaluate the Basque Country's model of evaluation of management performance using a Likert-type scale that includes open-ended questions. It is possible to conclude that the management performance evaluation model developed by the Basque government is a good reference for the design of other regional evaluation models. However, there are many nuances regarding the Basque evaluation criteria, their prioritization, the periodicity of the evaluations, the agency in charge of the evaluation, the techniques to be used in the evaluation and the existence of compliance levels, among others. It is possible to conclude that the evaluation of managerial performance is as important as it is complex and that there is no total agreement as to which aspects to analyze and prioritize.
